Harald Naiman, a ministry spokesman, said the immigrants will be accepted under certain conditions.
He explained that immigrants who receive entry permits should have a relative or other sponsor holding a German passport, be educated and have knowledge of languages.
According to the spokesperson, this does not apply to elderly applicants. But those with specialized skills or education still must fulfill the new requirements.
Naiman said applicants must come from war zones or other hazardous regions in order to be covered under the new rules.
According to the Turkey-EU agreement, any illegal migrant who has reached Greece after March 20, will be deported to Turkey, from where they will be deported to their country of origin.
On Monday, the first phase of the agreement was put in place with the deportation of 202 migrants at the Greek islands to Turkey and the arrival of 40 Syrian migrants to Syria through the Hanover airport.
