US Navy Intention to Install NSM on a US Navy Littoral Combat Ship for Deployment

The US Navy has issued an intention to award a sole-source contract to Kongsberg Defence & Aerospace AS for the equipment and flight test support services in support of Naval Strike Missile (NSM) Foreign Comparative Testing (FCT) Phase II demonstration test.

With this, the US Navy continues the successful testing of NSM on US Navy’s Littoral Combat Ship (LCS).

Kongsberg will supply missiles, ship equipment including deck mounted launchers, installation and integration. The FCT Phase II program also provides for training and a training facility. This NSM FCT Phase II test effort is scheduled to be completed by the final quarter of Fiscal Year 2018 (July-September 2018).

The NSM has been demonstrated in a live fire event from the Royal Norwegian Navy’s Fridtjof Nansen-class frigate during the Rim of the Pacific in July 2014 followed by a firing in September 2014 from USS Coronado of the Independence-class LCS.

The NSM is operational in the Norwegian and Polish Navies from both ships and land based coastal defence. It is an off-the-shelf and non-developmental 5th generation strike missile system that can be rapidly deployed for operational use”, says Harald Ånnestad, President Kongsberg Defence Systems.

The Kongsberg Naval Strike Missile (NSM) is a new generation long-range precision strike missile, guided with an inertial navigation system aided by a military GPS receiver and laser altimeter. The NSM with its stealthy design and unique passive infra-red and imaging sensor makes it very hard to detect, increasing the accuracy avoiding collateral damage. The NSM is multi mission (sea- and land targets) with a long stand-off range of more than 100 nm.

Naval Strike Missile (NSM) System Foreign Comparative Testing Program Phase II Demonstration Test

The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Kongsberg Defence & Aerospace AS of Kongsberg, Norway, Kirkegaardsveien 45, P.O. Box 1003, Kongsberg, Norway NO-3601 for the equipment and flight test support services in support of Naval Strike Missile (NSM) Foreign Comparative Testing (FCT) Phase II demonstration test.

NAVSEA intends to procure the following:
-- two NSM Control Stations (one for ship, one for training facility);
-- two NSM Launcher Control Panels (one for ship, one for training facility);
-- two NSM Missile System Administrators (one for ship, one for training facility);
-- two NSM Interface Units (one for ship, one for training facility);
-- two NSM Launch Ramps (two for ship);
-- two Power Distribution Units (one for ship, one for training facility);
-- four Cable Connection Installation Units (two for ship, two for training facility);
-- two NSM Arming and Control Panels (one for ship, one for training facility);
-- two NSM Firing Inhibit Switch (one for ship, one for training facility);
-- Interconnecting Cables (two for ship, one for training facility);
-- two Operating Manuals (one for ship, one for training facility);
-- two Test Configured Launcher Missile Modules;
-- two Tactical Launcher Missile Modules;
-- two Dummy Launcher Missile Modules; Spare Parts;
-- Training; Installation/Integration, and Test Support; Technical Engineering Support; and options for six NSM Launcher Missile Modules.

This acquisition provides for the installation and flight test support services for a demonstration test that will be conducted by the United States Navy of a NSM system on a deployed Littoral Combat Ship (LCS). All NSM FCT Phase II test efforts will be completed by the final quarter of Fiscal Year 2018.

The NSM Phase II demonstration test has been authorized by the Office of the Secretary of Defense (OSD) as a Foreign Comparative Testing (FCT) Program. The objective of NSM FCT Phase I demonstration was to test the firing of a missile off the flight deck of an LCS class ship.

The objective of the NSM FCT Phase II is to demonstrate operational installation and system testing on a deployed LCS. DFARS 206.302-1(b) specifically allows use of 10 U.S.C. 2304(c)(1) authority for acquisition of test articles and associated support services from a designated foreign source under the DoD Foreign Comparative Testing Program.

Additionally, Kongsberg is the only qualified producer of NSM and is the only source known to possess the requisite knowledge and expertise to meet DoD requirements for the FCT Phase II demonstration test.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 and DFARS 206.302-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive proposals.

However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
