Afghan forces still struggling to implement ‘just-in-time’ logistics

Despite NATO and Afghan officials claiming that “world-class” procurement processes had saved the Afghan defence and interior ministries more than USD1.4 billion in 2015, the logistics operations of the Afghan National Defence and Security Forces (ANDSF) still face fundamental challenges.

While a modern military works with a ‘pull system’ whereby supplies are delivered according to the amount demanded from units on the ground (a ‘just-in-time’ logistics system that minimises unnecessary stock-piling), US Army Major General Dan Hughes, deputy commanding general of Combined Security Transition Command – Afghanistan, admitted to IHS Jane’s at a conference in Kabul on 10 March that “we neither have the distribution system nor the demand history” to implement such a system.
